IMO, the answer is generally no, but there are exceptions.
The Leben CS600 tubed integrated amp I owned was as quiet as any SS preamp/amp combo I have owned. It was downright scary.
Also, the S/N specs on the new Modwright LS36.5 are astoundingly low. I've never heard the unit, but it's possible it could be as quiet as solid state.
Mostly though, I don't put much emphasis on a component's lack of tube hiss because it may or may not translate to musicality. I've owned many more tube components that were "noisy" but musical, than I have solid state that were quiet and musical.
