It's so that if the package gets bumped around during shipping, the record doesn't tear through the outer sleeve and rip the spine. It's a sign of a good and diligent trader. 
White Substance on Aja 30th Anniversary
It looks like glue has leaked from the folds of the inner sleeve to me as the marks are 3 straight lines. I can't see how you would remove it without ruining the record to be honest. I've never seen this before in over 30 years of playing records 
Gyrodec Best Tonearm
I'm currently using an Ortofon Cadenza Black cartridge and it sounds wonderful on an Ortofon AS212S tonearm, not quite so good on an SME IV tonearm with an uncomfortable peaky treble. This is mounted on an SME 20/2 turntable.

Get an SME Model 10 fitted with a IV or IV arm. Put an Ortofon Cadenza Black on the arm and you will have a wonderful sounding turntable that is a work of modern industrial art and will last and last and last. 
Denon DL-103R cartridge update
If you enjoy the Denon sound but would like more detail and dynamics then i'd suggest looking at a Denon DL304, i've had 3 or 4 over the years and they are very good with only the low output being the only potential pitfall.
