As you point out perceived power is the result of a set of complex variables that would be impossible to reduce to a single formula. The amp output is one of these variables and as such has a value.

Look at the Musical Fidelity V-DAC. Very good in stock form and better with the "Little Pinky" power supply. I think it does what you want but as I don't do computer music I can't be sure.

Can I ground my preamp?
You can run a wire from your preamp. either the ground post or one of the screws holding the case, to the center screw in your AC receptacle. Sometimes this helps, sometimes not.
