As a general rule I think your better power cords would have the most benefit on the "front end" of the system - the power regenerator, the cd/sacd source and the preamp.

Benefit of a DAC for a good red book cd player
I also agree with your friend. In that price range about the only thing you could gain would be HDCD decoding but as far as sound I think it would be a wash.

I agree with the recommendation of the Cambridge audio and would add an Acurus P-10 if you can find one used. 
Phono Amp recomendation
A number of suggestions - on the new side I agree with the recommendation of the Cambridge 640 p. You might also try the NAD PP-2 or PP-3. On the used side you could try Acurus p-10 or if you want a something on the tube side the Jolida 9.

While you can't go wrong with the Magnepan MMGs at under $600 new (especially because you can put the price you pay to a more expensive model), I agree with an earlier comment that 75w might not be enough for Maggies, With your power limits in min... 
Headphone amp for Grado 125's ???
While I haven't heard your setup I listen through a pair of Grado 325i's. In that price range I would look for used Channel Island VHP-1 and adding the upgraded power supply for a little more cash would be that much better
