I am using a 15 foot IC between my phono and amp and I don't use a preamp at all. I have used a couple of phonos; Pass, Herron and a couple of home rolled tube units w/o a hint of a problem.

Go with a solid state amp with the NHT’s. Any speaker with an impedance curve that varies a lot across its frequency range is generally not a good match for a tube amp. 
SET with inefficient speakers
On their website Dali claims to have a very flat impedance curve. If so, you'll be able to drive your Dali well with a 10wpc SE amp w/o much problems.BTW, I drove 88db efficient speakers with a homerolled 2.5 wpc amp and the bass was astonishing. ...

Agreed with JohnK, neither two speakers you are a good match for a SE tube amp. Sensitivity is only one factor you must look at; more importantly is a benign impedance curve. You should consider one of Johns speakers (KCS), Cain and Cain or Carder...
