The speakers that were refurbished are basically the same (they are still the same basket, voice coil, etc, only the cone was replaced along with the surround. (So the rebuilt drivers have the same parameters as they did originally)
i would get the other set done by the same folks, if they will do them without charging an arm and a leg? for the second set. Then they all will be better matched, and you will have all of them done the same way.
If you wait, and the folks who did the first set disappear, you may wind up with two very different reconed pairs. So i would say do it now if you can afford to.
And no, I do not think they are being lazy. i know of some guys who do this sort of stuff, and usually they do it both as a job, and as a labor of love for audio equipment. IMO anyway. They did what they thought was the best they could do. The aquaplas was probably bonded to the cone too tightly to remove in any practical way, grinding it off is too fraught with problems. i have refoamed my own cones, and if the surround was bonded to the cone solidly, it would be really hard to remove it,and refoam it. (the basket is different, as it is metal, and the surround can be forcibly scraped off without damaging the basket.)
Any way you decide, good luck.
