I have owned both cords. It's my understanding that the EPS 3 is grounded, and my experience with the cord supports this view, as every ungrounded cord I have installed in my system caused a ground loop buzz, and the EPS 3 did not. However, I don't have a definitive answer. You could use the EPS 3 to feed a power conditioner, and then use an inexpensive AC line tester to check the power conditioner's outlets to see if they test as grounded ot not.
