Any competent machine shop should be able to make you a new one by looking at the parts. Custom motorcycle places, and folks who do highend auto/airplane restoring should also be able to either do it, or steer you to someone who can do the work.
One way to 'save' on the cost would be to have them make a bunch. Then sell the others to fellow Garrard enthusiasts.
