I was always under the impression that it was a type of washi paper. The purpose is as a dust sheild for the motor and suspension.
I imagine that it would be easy to cut away the free part and then scrape the balance off of the body. The trick is getting a new piece. You might just try speaking with Jonathan Carr at Lyra. He may just take care of the whole thing for you, or send you an appropriately sized piece of washi paper.
