That would do it. Poor substrate, not unlike poor magnetic tape substrate quality in some brands.
CD's Deterioration
I have a couple CD's that have suffered this. I've provided a link to an article in USA Today on this. It's also interesting on what they have to say on CDR brands.

Should we be able to get are money back on these CD's? The industry marketed CD's and their inflated price in part based on the "indestructible format". Probably not, but I like to complain sometimes.
