You say it is not a system problem because you switched the ics and when you did the right ch speaker was louder correct?
I assume you have checked the wire connections to the cartridge and they are correct. Also the cart is aligned properly? If all the above are true you might try a test, reverse the right and left channel wire connections on the cartridge. Is the left channel speaker still louder? Or is the right channel speaker now louder? If the right ch is now the louder the arm wirring is ok. Then, is it the cart, or possibly really bad anti skate? Do you have another cart you could try?
