Preamp recommendations for under $600.00
There is a nice Classe thirty for sale on this site for $580.00. I owned Classe gear years ago and it was top shelf. 
25 watts Class A or 70 watts Class A/B ?
I think 93 db sensitivity would be considered on the mid to high side. My speakers are 82 db (Harbeths) and my room is about 300 sq ft. I use 50 watt tube amps and never had any problem. I think any amp you choose would be fine driving your speakers. 
Beginner Turntable
Check out the Denon DP-29F,it comes with cartridge and a phono preamp. Needle Doctor sells it for $150.

Lets talk tubes in Pharaoh Integrated
I think you can roll the tubes and change cables till the cows come home,but I think the problem is the class D solid state section on the Pharaoh that is not in your taste. 
Loud Buzz in Mono
The tube is Microphonic! Deep six the tube and call it a day. If you don't mind the lower gain with the 12at7 just use that one! BTW: My phono preamp sounds better with a 12at7 and it should use a 12ax7. 
Speaker balance control
Try an in line attenuator. Parts express sells Harrison Labs that come in 3,6 and 12 db level of attenuation. You can give them a try and if they don't do the job you can always return them for a full refund. They come in pairs so you can double t...

I think the problem would be with phono preamp not the line stage.

Advantages of monoblocks
1. Separate power supply for each amp2. Lighter weight3. You can place each amp near speaker4. No chance of cross talkOther than that I can't think of any thing else. You can check out Quicksilver (which I own) mono's are all he makes. 
Sansui 9090db, best match vintage speakers
ADS 810 or AR 11 would go nice with the Sansui!
