Why are server setups so costly relative to CDP's?
They're not. I guess it depends on what price point you're aiming. My headless Mac mini and external drive coupled to an Ayre Dac is a whole lot less than my Naim CD5x with Flatcap 2 PS. And the Ayre sounds incredible. 
Do CD treatments improve rips?
Treating a CD is only beneficial (and that's questionable) for when the CD is being read in real time by the CD player. Ripping is more a function of the software. Most software has error correction so it will reread the CD until it gets it right....
