Yes it can and wood is the best material for diffusers. This will mostly diffuse upper and high frequencies - since it has a shallow depth, bandwidth will be narrow, but better than nothing...and cheap.

How often you change the fluid will depend on how dirty the records are to begin with. My record collection is in already excellent condition, since I have used a vacuum cleaning machine since the 80's. Even so, I change the fluid every 50 records...

My VPI Superscoutmaster has the aluminum platter and I use Herbie's Audio Labs Grungebuster Mat. Protects the records and sweetens the sound a bit. To clean, I remove it from platter and run it under hot water. I love mine. Looks good as well...
