CD lense cleaner. Is it necessary ?
If you live in a dusty environment, lens cleaning is mandatory. The dust build-up over time will definitely affect the sound. I have never damaged anything using the cleaning disk. You are more likely to damage something using an anti-resonance mat. 
Technics SL-P1300 CD Player : good transport ?
No stock CD player will have less jitter than a DVD player. They are so cheap, you should just get an older top of line DVD player and get it modded.

transport recommendations
DVD players outperform most CD transports. A modded DVD transport makes one of the best sources available, like a Sony DVP-S9000es or a DVP-S7700. 
Speakers for low level listening
PCwizard is correct, the Proacs are very listenable at low levels, particularly the older towers that can be filled with sand. You will need a low-impedance amp to drive them or the bass will be out of control.
